PHMSA Issues Final Rule: “Periodic Updates of Regulatory References to Technical Standards and Miscellaneous Amendments”

PHMSA is issuing a Final Rule to update Incorporated by Reference (IBR) documents along with other miscellaneous changes. The Final Rule goes into effect 60 days after publication in the Federal Register and can be viewed here.

49 CFR Part 192 Changes

Definitions now include a Master Meter System definition.

Standards updates include:

  • Updates to pipe, valves, flanges, and joining specifications

  • Update to API Standard 1104, Welding of Pipelines and Related Facilities, 21st edition, (API Std 1104)

  • Update to ASME B31.8-2018, Gas Transmission and Distribution Piping Systems, Issued November 20, 2018, (ASME B31.8)

  • Addition of ASME B31.8S-2018, Managing System Integrity of Gas Pipelines, Issued November 28, 2018, to ASME/ANSI B31.8S-2004

  • Updates of NFPA 58, Liquefied Petroleum Gas Code, 2020 edition; 59, Utility LP-Gas Plant Code, 2018 edition; and 70, National Electrical Code (NEC), 2017 edition

Language updates in the text concur with pipe specifications and other IBR new/updated standards.

Greater detail is included for abandonment or deactivation of facilities. Attributes submitted through NPMS shall include the method of abandonment and certification that abandonment was completed in accordance with applicable laws.

Standards updates include:

  • Updates to breakout tank access involving floating roofs; cathodic protection; overfill prevention; design, construction, and testing; and venting

  • Updates to piping and valve specifications

  • Update to API Standard 1104, Welding of Pipelines and Related Facilities, 21st edition, (API Std 1104)

  • Update to ASME B31.8-2018, Gas Transmission and Distribution Piping Systems, Issued November 20, 2018, (ASME B31.8)

  • Addition of NACE SP0204-2015, Stress Corrosion Cracking (SSC) Direct Assessment Methodology, Revised March 14, 2015
