The Railroad Commission of Texas (RRC) is drafting regulatory updates to the pipeline safety rule (Chapter 8) to address natural gas and hazardous liquid gathering lines currently exempt from regulation. The draft language proposes to add the following requirements to Class 1 gas gathering and non-regulated rural hazardous liquid gathering lines:
• Corrosion control
• Damage prevention
• Public education
• Maximum allowable operating pressure (MAOP) for gas, or maximum operating pressure (MOP) for hazardous liquids
• Line markers
• Leak surveys (for gas), right-of-way inspections (for hazardous liquids)
Under the proposed language, for gas gathering lines 12.75 inches or larger and with a hoop stress equal to greater than 20% specified minimum yield strength (SMYS), the entirety of 49 Code of Federal Regulations (CFR) 192 would apply, with the exception of 192.150 and Subart O, in-line-inspection and integrity management requirements. Additionally, all gas gathering and hazardous liquid gathering lines would be subject to annual reports, incident reports, and incident investigations.
The drafted gas gathering language mirrors the nation-wide regulatory conversation and conclusions reached by the Gas Pipeline Advisory Committee (GPAC) meetings a few weeks ago in preparation for federal regulatory changes. The inclusion of hazardous liquid gathering lines in this draft rulemaking is an additional conversation.
The RRC is hosting a public workshop July 24 in Austin to discuss this further. Comments may also be submitted to the RRC by July 31 at 5:00 PM.
