Today the Pipeline Hazard Materials and Safety Administration (PHMSA) has released Advisory Bulletin 2019-0087Potential for Damage to Pipeline Facilities Caused by Earth Movement and Other Geological Hazards. There have been several recent pipeline incidents related to earth movement and geological hazards. Seven of the more notable incidents are listed in the bulletin. In response to these incidents the PHMSA bulletin aims to remind operators of the threats associated with “earth movement from both landslides and subsidence in variable, steep, and rugged terrain and for varied geological conditions.” Some of the key suggestions from the agency include the following:

• Identify areas around pipeline that may be susceptible to instability

• Involve geotechnical engineers in pipeline design, construction, and operations

• Develop design, construction, and monitoring plans for each susceptible area (specific suggestions included)

• Develop and implement mitigative measures (specific suggestions included)
